Effective July 1st, 2015, global containerized maritime commerce will need to comply with new international regulations that require every packed container to have a verified container weight as a condition for vessel loading. 

There will be 2 methods –

1) Weighing the packed container using calibrated and certified weighing equipment.

According to various sources, congestion at the Port of Oakland continues and goes well beyond the issues caused by the recent contract negotiations between the ILWU/PMA. These various issues have been long standing with some problems going on at the port for over two years now.

Effective August 1, 2015, charges for PierPass will be as follows:

  • 20' containers - Increased from $66.50 per container to $69.17 per container
  • 40' containers - Increased from $133.00 per container to $138.34 container

The increase will help sustain continued operation of gates amid labor cost increases at the Ports of  Los Angeles and Long Beach. The last PierPass adjustment was done in August of 2013.

There have been some improvements made in West Coast terminal efficiency, but things are still not operating at 100%. As of right now, these small improvements, if any, will be the new standard of operations for the foreseeable future.

Carriers are trying to introduce a GRI (rate increase) of U$300 per 40' Reefer from USA/Canada to Far East, effective July 1st, 2015. Some carriers are also predicting fuel costs to go up as well.

Jo-Sak is protesting the increases as the market is soft and carriers usually do not finalize their decisions until just before the actual date. We will keep you apprised of all developments.

The Department of Transportation is advising that the Quebec Spring Thaw 2015 will be ending early on Friday, May 22nd. The originally scheduled end date was Friday, May 29th.

The Spring Thaw 2015 has been postponed. The new start date is March 30th with an end date of May 29th. However, it will more than likely end prior to this projected date.

As previously mentioned, the PMA and ILWU reached a tentative agreement for a new contract a few weeks ago. While there has been some decent improvement in Long Beach and Los Angeles, progress is slow coming in Oakland.

The PMA and ILWU reached a tentative agreement for a new contract last Friday. Members of both groups are expected to ratify this agreement sometime in the next few weeks.

In the meantime, the PMA/ILWU arbitration mechanism is back in place, which will allow either side to have an arbitrator rule on labor issues. Last Sunday, an arbitrator ruled that the ILWU had staged an illegal walkout in Oakland. Rumors are that only one out of the five terminals in Oakland is currently operational due to lingering labor disputes, but all LA/Long Beach terminals are up and running.
